The following represents a proposal for the creation of a business plan by the Brock MBA Business Consulting Service (BCS) on behalf of PROUD Port Dalhousie
(the client). The proposal contains five main sections, as follows:

1. Objectives
The primary objective of this project is to carry out a detailed survey, then analyze, interpret, and report on the findings. Specifically, the goal of the report will be to analyze the public’s
perception of the proposed development in Port Dalhousie’s Commercial Core.
2. Proposed Methodology
The methodology proposed for completion of this project includes collecting the survey information, analyzing the results and report generation.
Collecting the Survey Information
The city of St Catharines, including Port Dalhousie will be broken up into 6 sections, based on the city’s municipal ward system. 200 people will be contacted by telephone in each ward (1,200
total) and will be asked one question regarding the development of Port Dalhousie. Specifically, undergraduates, receiving $10.00 per hour of work, will collect the data using a standardized script
approved by the clients. An initial draft can be found at the end of this proposal (Appendix A).
Analyzing the Results
After the survey information is collected, the results will be analyzed using advanced statistical programming. Specifically, SPSS will be used to analyze the results of the survey. The results
will be organized logically and in a graphically pleasing manner.
Report Generation
A survey report will be prepared based on the information obtained from the process outlined above. This report will be formatted in an easily readable format, suitable for review with residents and
elected officials of St Catharines. Report will be completed during the week of October 10th, 2005.
3. Project Team Profile
The project team from BCS will include a Faculty Advisor, a Project Lead and a Project Consultant.
Faculty Advisor
The Faculty Advisor for this project will be Dr. H.F. (Herb) MacKenzie. Dr. MacKenzie is currently an associate professor of marketing at Brock University, St. Catharines, Ontario. He has taught in the
undergraduate, graduate, and executive education programs at universities in Canada, Europe, and the Middle East, and has been consulting to both private- and public-sector businesses since 1985.
He has over 15 years of industrial sales and sales management experience, and has published many cases, conference proceedings, and articles in the areas of sales management, buyer-seller relationships,
and distribution channel management. He has co-authored Canadian editions of textbooks on selling and marketing, and has edited a textbook of Canadian marketing cases and exercises. Dr. MacKenzie has
conducted many professional selling and sales management seminars with both public and private organizations.
Project Lead
Mr. Funnell is currently completing his MBA with a concentration in Marketing at Brock University. Mr. Funnell is currently a consultant for the BCS. Mr. Funnell has completed his Honours Bachelor
of Sport Management at Brock University with a minor in Business. Previously, he has worked in the areas of Operations at the corporate office for Gordon Food Services. Prior to his employment
at Gordon Food Services he held the position of a Teacher Assistant in Sport Marketing and Finance at Brock University. Additionally, Mr. Funnell currently holds the position of President for
the MBA Association at Brock University. His experience in these roles has provided him with a breadth of experience and knowledge within the corporate environment.
Project Consultant
Mr. Culp is in the process of completing his MBA with a specialization in Human resources, and is a consultant with the BCS. Prior to entering the MBA program at Brock, Mr. Culp received his Honours
BA in Psychology centering on Personality and Industrial/Organizational Psychology. Moreover, Mr. Culp has had over three years experience conducting research for various faculty members at Brock.
Mr. Culp has experience in all phases of research, from conception through analysis. Also, Mr. Culp has over three years experience as a Teaching Assistant.
4. Fee Structure
The fee structure is based on the estimated amount of time required to complete the project. The base fee (cost before expenses and overhead) is $250 per Consultant Day (one consultant working
for one full day) for research or analysis work. It is estimated that this project will take 120 hours of data collection plus 2 Consultant Days to complete.

* represents an estimate of the time required to collect 1,200 responses (10 per hour). Corrections to price will be made according to actual time needed to collect data.
All fees quoted are guaranteed for 30 days from submission of this proposal.
5. Terms and Conditions
- The quoted project cost includes a charge in lieu of itemized expenses and overhead, consisting of 15% of the contract price.
- The Brock MBA Business Consulting Service will make every reasonable effort to complete this project within 30 days of acceptance of the project proposal. Actual start date and time to completion
will be agreed upon at time of acceptance, subject to existing obligations at that time.
- The client, PROUD Port Dalhousie agrees to pay the fees outlined above, including the 15% in lieu of expenses and overhead. Payment will consist of two installments. A non-refundable down payment
comprising 60% of the total estimated price ($1,173.00) is to be paid at the time this proposal is signed. The final payment of 40% of the total estimated price ($782.00) is to be paid upon completion
and delivery of the final report, barring any necessary changes due to inaccurate estimates.
- The client agrees to supply all relevant information and assistance necessary to complete the project.
- The client recognizes that the work performed by the Brock MBA Business Consulting Service is advisory in nature. Any action taken will be at the client’s own discretion. The client
accepts responsibility for the consequences of implementing any recommendations made.
- The Brock MBA Business Consulting Service will keep all material, either verbal or written, in the strictest of confidence, except where warranted to complete the project or permitted by the client.
- We would appreciate a quick response to this proposal, in order to allow us to schedule our project workload efficiently and to ensure quality.
