Composition of Mayor Rigby's Secret Committee

Despite widespread opposition to the first (withdrawn in October, 2005) PDVC proposal throughout the City (Brock University MBA Consulting Service Poll) , St. Catharines' Mayor Tim Rigby, who stated he was in favour of the proposal all along, formed a secret Action Committee of his business and other friends to "try and re-ignite" the proposal.

In addition to Mayor Tim Rigby, the members of the secret committee were: Mark Basciano, Dave Bedwell, Marilyn Bodogh, Mark Brickell, a representative from the chamber of commerce, Steve Cook, Bill Gallaway, John Lehnen, Terry O'Malley, Angelo Nitsopolous, Norm Rockwell, John Storm, Hans Van Der Slagt, Al Visser, Clarice West-Hobbs.
